States how uncertainty and lack of experience affects software project which usually (less 20%) finish within budget and time. They propose the use of an expert system for analyzing & assessing project plans based on heuristics or expert judgment reducing this failure rate.
Its describes a theoretical framework, the architecture and methodology employed by its PMA system.
Strengths:
The system is based on an inferential model using both expert judgment and a database from traditional tools to create new knowledge.
Weaknesses:
Requires experience software project managers for providing the initial data framework, which can vary form different industries.
Future Work:
Looking forward to find a common expert judgment which may apply for different industries by using this system.
